Just imagine the signal if one side suddenly got rid of the ceremony and sent one guy in fatigues to close the gate. Who is dominant then? Or is that just a signal only Americans understand?

This routine seems mostly aimed at putting on a show and firing up the locals. Indeed, it looks like it would be impossible to pull off this coordinated display without off-stage cooperation between the two forces.
I also have it on fairly good authority from an Indian friend of mine with relatives in the officer corps that relations are ordinarily quite cordial between Indian and Pakistani officers stationed in Kashmir. It's the politicians who can't seem to make nice and get along.

The routine has grown up organically over time. Like most dance crazes, it's version of the invisible hand or natural selection, whichever way you prefer to see it.
