Does Krugman really believe that the type of tax doesn't matter? Let's say both Obama and McCain want to raise taxes by the same amount (0.4% of GDP), but one wants to raise capital gains taxes (which, in fact, Obama wants to do) and the other wants to raise carbon taxes? Would the economic effect of each tax be the same? Probably not. Krugman might argue that Obama's tax would be less harmful to the middle class and poor than McCain's, because his tax would fall on the more wealthy and McCain's would fall on everybody, but the economic effect of Obama's might well be greater and may harm the poor more than McCain's.
