The New Zealand Committee report is from hand-picked stooges trusties assessing a non-reform.

I was the Chair of the Parliamentary Committee that reported on the Bill. I started assuming I would vote for the reform. It proved to be a political badging exercise, not a reform.

Prostitution had not been illegal in NZ for decades. The offence we ended was of brothel-keeping (pimping). And along the way we purported to increase penalties etc for child prostitution, by raising the age of deemed childhood to 18 years, and simultaneously ending the Police power to ask a suspected child prostitute her age, and exempting the 'child' from any penalties.
I suspect, but no reliable figures are available, that the major change has been an increase in child prostitution, as many pimps profiting, and reduced Police knowledge of the industry.
