I have to assume it's an obscure law that even most French citizens would be surprised to hear. Kind of like hearing about sodomy laws up until a few years ago.

It is not illegal to die in Parliament - just awkward. Parliament sits in the Palace of Westminster, a Royal Palace. An old - and not always upheld - tradition is that if you die in a royal palace, you get a state funeral. However, this is unlikely to happen... in the few occasions recently (last 50 years) where people have died on the floor of the house, they have simply been pronounced dead outside the palace grounds - avoiding the problem.
