Garbage time seems like a reasonable explanation to me. I am surprised by one thing though... There has to be some threshold where Gibbs could have bet games for a couple seasons and had a high expectation of a good return. Seriously, if you're an undergrad and you stumble on something like this, keep it to yourself, take a leave of absence, and endow a building to get back in the good graces of your advisor after you've extracted your fortune.
But seriously... doesn't this suggest that one of the best things the NBA can do to combat fraud by its participants would be to compile the best data available and make it available to all comers?

Yes, I think it does. But the NBA probably is worried about what kind of publicity might come out of that. With so many possible referee/team combinations, for instance, there's probably going to be at least one referee whose numbers look biased against a particular team, just by chance. And you know someone's going to trumpet that as evidence of corruption, even though it's not.
If I were the NBA, I think I'd just keep handling it internally.
