I don't get it. Without going to the link, but knowing the sign is in Brasilia, it's obviously pointing to
the embassies of the named countries.

A sign on the NY Thruway just south of Albany has always amused me. It reads something like
Montreal 220mi
Buffalo 280mi
Funny, I don't remember Buffalo being in the Laurentians.

As philipe said, the sign is on the embassies sector. Brasilia is a planned city divided into huge sectors, as the hotels sector, military sector, residential sectors, executive sector, and so on.
