I arrived three hours early and went through six different and thorough searches at the airport; I do look like a drug dealer. By my fourth day it had become clear how many wealthy Colombianas have had plastic sugery, of the disproportionate kind if you get my drift. Colombia now has more people than Spain. The American government freezes the funds of the families of Americans who have been kidnapped. I found Bogotá safer than Madrid.
The Italian edition of Vanity Fair just listed Bogotá as one of the six up-and-coming tourist hotspots; Sibiu, Romania and the Kurile Islands (Russia) also made the list, enjoy.

I suppose it is obvious, but this sentence made a host of victim punishments make a little more sense to me -- more incentive to avoid victimhood, raise price of crime, less crime.

I doubt the policy of freezing the family funds of kidnap victims has anything to do with giving Americans the incentive to "avoid victimhood" [sic], whatever that means.
I assume the policy serves as a disincentive, one for the kidnappers. If the family can't pay a ransom, there's no monetary gain for kidnapping an American. I could be wrong (I have no extra knowledge in the area), but that explanation makes a lot more sense to me.

Trieu Truong, I have no doubt you're correct about the intention of this policy.
When I first read the sentence above I thought "how unfair to the victim's family." This spurred a chain of thought (leaving the policy at hand behind) which led me to realize one reason egregious unfairness to victims might survive culturally. Increasing the cost of crime for the criminal or the victim could decrease crime -- disincent crime or incent investment in avoiding victimhood.

But again some of the travel blogs on Colombia blogs seem to talk about friendly people, amazing bio-diversity, and professional service!
Seems like a great adventure to me.

Just what I want in a kidnapper - friendly and professional. Bio-diversity is optional, though it does give you something to look at while sitting in the hole waiting to find out exactly how much your wife really love you.
