The worst business regulations in the world

The "winner" is Democratic Republic of the Congo, the loser New Zealand, here is a longer list. Here is an excellent chart; for getting licenses the U.S. is only number seventeen, for getting credit the UK is number one. Do take a look. Here is the related document. In 2004 Serbia and Montenegro reformed the most for job creation incentives. Africa had the lowest propensity for reforms in 2004. Thanks to Tim Harford for the pointer, this work should make a big splash.

Does it make sense to include countries where the real problem is that rule of law is not established? I doubt that the actual written regulations in the DRC are all that onerous, the problem lies in the violence prevalent there. But since they don't have a category for that it just scores poorly everywhere. Not that I disagree with the conclusion, just that the methodology gives a mistaken impression as to the reason for it being a poor business environment...

I'm surprised the U.S. is 6th on the ease of hiring/firing scale. (I thought we'd be a lot lower.)

Question: What do they mean by ease of getting credit? Isn't that a private function? I.e., I don't need to go down to City Hall to borrow money.

Restrictions on marketing credit? The program forcing banks to lend a certain percentage of their local deposits to local businesses and certain "disadvantaged" groups probably also distorts credit markets and limits its deployment where it's really needed.

With regard to Dylan's comment: It's called the Community Reinvestment Act. It's more of a carrot than a stick, as in the bank can qualify for certain incentives and the like for being below the allowable "error" rate of 5%. What does that mean? Well, it meas that we have an entire department devoted to keeping track of typos for CRA compliance. The OCC does a periodic audit, to make sure that we've input things like the address (non-PO Box), name, phone, etc etc, correctly on our loan memos. CRA only applies to loans <$500,000, but there are other restrictions for larger loans IIRC.

There's also Sarb-Ox, BSA, the PATRIOT ACT and many other regulations on the credit market.
